While the refugee protection system is one of international law's most recognizable features, it routinely places massive numbers of refugees in camps in the developing world, where they face chronic threats to their physical security from crime and disorder, physical coercion, and military attacks. Yet key actors responsible for refugee protection, including host states, advanced industrialized countries, and the United Nations High Commissioner for Refugees (UNHCR), have failed to prioritize refugee security. This article asks: (1) Why? (2) What have been the consequences?

UNHCR’s mandate is to lead and coordinate worldwide action for the international protection of refugees and other persons of concern. This encompasses the provision of medical and nutritional services and the protection of persons of concern from sexual and gender based violence (SGBV). In 2006, the High Commissioner made it a priority for UNHCR to improve its performance in the areas of health provision, nutrition and in preventing and responding to SGBV. UNHCR’s services in these key areas were consequently strengthened by the establishment of the High Commissioner’s Special Projects.
UNHCR's Division of Operational Services (DOS) is urgently seeking a consultant to work as part of a team that is reviewing the organization's partnership with GTZ, the international development agency. Work on the review is expected to commence as soon as possible and to be completed by the end of July. Proven expertise in project, financial and organizational management is required.
