Protecting the health of conflict affected populations: lessons learned, 1976-1998

Presented at a conference on humanitarian aid challenges, this paper examines the lessons learned from emergency response efforts from 1976- 1998. The paper emphasizes the need for accurate information, active local participation, evidence-based response, and the need to provide good quality and sufficent relief that is not supply-driven. The author uses several historical case studies to support his arguments.
