"Blaming the Refugees" is a study of how Somali refugees came to be perceived by the international community as a problem, rather than victims of problems; "Central American refugees in the United States" discusses both internally displaced persons in Central America and those who seek refuge in the U.S. It also covers "Publicly Declared Sanctuaries."

Presented at a conference on humanitarian aid challenges, this paper examines the lessons learned from emergency response efforts from 1976- 1998. The paper emphasizes the need for accurate information, active local participation, evidence-based response, and the need to provide good quality and sufficent relief that is not supply-driven. The author uses several historical case studies to support his arguments.
