This document is the first draft of the shelterproject.org ‘transitional settlement: displaced populations’ guidelines. The purpose of this document draft was to elicit feedback on the structure and scope of the guidelines which were discussed at the peer review of this project (15-16 May 2003, Geneva). Section one offers some methodological caveats and deals with definition issues. Section two is organized by issue area and deals with directly comparative issues.
