This document is the first draft of the shelterproject.org ‘transitional settlement: displaced populations’ guidelines. The purpose of this document draft was to elicit feedback on the structure and scope of the guidelines which were discussed at the peer review of this project (15-16 May 2003, Geneva). These guidelines aim to support coordinators and specialists in responding to transitional settlement and shelter needs of displaced populations and their hosts, improving appropriateness, quality, and the appropriate degree of sustainability. This is the final 2004 trial edition of these guidelines. A final edition, revised in the light of extensive peer review and which includes an additional chapter offering a specialist assessment tool has been published by Oxfam Publishing in 2005 in association with shelterproject.org.

This FMO research guide is a thematic guide on camps versus settlements, providing a general overview and introduction of some key issues with regard to forced migration; guiding the user to relevant resources, key websites and relevant documents to guide further study. Section one offers some methodological caveats and deals with definition issues. Section two is organized by issue area and deals with directly comparative issues.
